Move macros

Each edition now has their own macros, so create a macros.html for the third edition too. Since the utterances theme differs between editions, we need to move it from snippets.html to the edition-specific macros.html too.

"we don't have implemented" -> "we haven't implemented"
and
"We use lazy_static again, because Rust's const evaluator is not powerful enough yet" -> "As before, we use lazy_static again."
just to remove what has already been said a few paragraphs up.
